The Effects of Interactive Radio Instruction for Science Education in Paraguay

In Latin America, student achievement in science is lower than the global average. A promising method to improve educational quality in rural, low-resource areas is “interactive radio instruction” (IRI), a standardized curriculum of recorded lessons that solicit student participation. Building on the positive results of other IRI programs, researchers in Paraguay are evaluating the learning effects of an IRI curriculum for early childhood science education.

The Impact of a Pension Program on Senior Citizens’ Wellbeing in Paraguay

Pensions are seen as an important tool for reducing poverty among a growing elderly population worldwide. Researchers are working with Innovations for Poverty Action and Paraguay’s Ministry of Finance to conduct a randomized evaluation of a national non-contributory pension program for low-income seniors. Researchers will measure the impacts of national pensions on senior citizens’ economic wellbeing and quality of life.

Using GPS-enabled Cellphones to Monitor Agricultural Extension Agents in Paraguay

In order to manage the delivery of social services, central governments often delegate authority to local supervisors. Despite possibly having greater knowledge of the local context, these supervisors may still be unable to fully monitor the performance of public workers. Researchers partnered with the Government of Paraguay to measure the impact of a new monitoring technology—GPS-enabled cell phones—on the job performance of agricultural extension agents (AEAs). Overall, cell phones improved AEAs’ performance by increasing the share of farmers visited, and researchers found that supervisors possessed useful information regarding which AEA’s performance would improve the most from phone-based monitoring.

Paraguay's Ministry of Education and Culture expanded an early childhood pre-math program called Tikichuela, based on evidence from an IPA evaluation that showed that the program successfully narrowed learning gaps.
