Since 2015, IPA Philippines has partnered with the Department of Education (DepEd) to strengthen evidence use in education policy. This includes establishing the DepEd Embedded Evidence Lab to integrate evaluation and data analytics, supporting the design of M&E tools for programs and developing a machine learning model predicting at-risk learners planning and targeting; and supports the scaling of mEducation, a mobile-phone-based targeted learning program to improve basic numeracy skills.
The Graduation Approach is one of the most rigorously evaluated anti-poverty programs globally. Together with the Right-Fit-Evidence unit, IPA Philippines is working with BRAC and the Department of Labor and Employment (DOLE) to scale the Graduation Approach through DOLE's existing Integrated Livelihood Program (DILP). Building on a prior pilot evaluation, IPA co-developed the GA-DILP learning agenda to identify priority learning areas and generate evidence to inform scaling for the government.
As more Filipino consumers utilize e-wallets and digital banking in daily transactions, financial regulators like the Bangko Sentral ng Pilipinas (BSP) are keen to fully implement the Financial Products and Services Consumer Protection Act (FCPA). IPA Philippines is continuously collaborating with BSP to strengthen its technical capacity for monitoring and safeguarding consumer rights through evidence-based approaches. IPA and BSP, in collaboration with selected financial service providers, are piloting FCPA reporting templates to enable better data gathering and more robust data analytics.
