Remedial Education

Enrollment rates in many countries are now close to 100%, but learning levels are still very low.

In many developing countries, the advancements made in access to education have not been matched by the quality of learning, leaving many children lagging behind.  For example the Gross Enrollment Rate in Ghana is now as high as 95%, yet a recent national standardized exam showed that less than half of 3^rd grade (P3) students are at a minimum competency level in reading, writing and basic arithmetic. The percentage of P3 students achieving proficiency levels is below 20%. A recent survey in India, found that less than one out of five third-graders were able to pass first-grade level tests.
