IPA Peru Presents Preliminary Results of an Evaluation on Early Childhood Science Education Evaluation in Paraguay

From June 6-7, IPA Peru presented preliminary results of the evaluation Tikichuela Science (Tikichuela, Ciencias en mi Escuela) in two regional events held in Asuncion, Paraguay. During 2017, IPA and researchers partnered with Paraguay’s Ministry of Education and Science (MEC) and the Interamerican Development Bank to evaluate the effects on student achievement of an interactive radio instruction (IRI) and inquiry-based curriculum for early childhood science education.

On April 16, IPA Peru shared preliminary results of an impact evaluation conducted with the Peruvian Ministry of Education. The study evaluated the effectiveness of information campaigns in increasing students' and parents' understanding of the returns to education and reducing school dropout and child labor in rural and urban areas.
IPA Associate Director of Business and Program Development Joins Panel at Columbia University's African Economic Forum

On April 7, IPA Associate Director of Business and Program Development Faith McCollister participated in a panel discussion on youth unemployment at the 2018 African Economic Forum, held at Columbia University. The panel focused on the complex causes of youth unemployment in Africa and potential solutions to alleviate the problems it presents. During the discussion, McCollister noted the lack of an evidence-backed "silver bullet" for solving unemployment and emphasized the need for ongoing rigorous research.

Innovations for Poverty Action's research and policy work was highlighted in a pair of panel sessions at the Comparative and International Education Society (CIES) Annual Conference in Mexico City this month. In the first panel, IPA participants shared their experiences working with Ministries of Education in Peru, Ghana, and Zambia to equip policymakers and educators to create, understand, and apply rigorous evidence to their education practice.

On November 25, 2017, Juan Manuel Hernández-Agramonte, IPA Country Director for Perú, Bolivia, and Paraguay, gave a TED Talk at TedxTukuy in Lima. The video of the TED Talk was recently released this year and can be viewed below. Juan focused his talk on how government can achieve high impact by partnering with academics to propose innovative policies that are tested using randomized controlled trials. He presented two successful case studies of policy innovation that were conducted with the Peruvian Ministry of Education.

IPA Philippines conducted an RCTs and Monitoring & Evaluation Workshop for 25 member organizations of the Association of Foundations at the Association of Foundations Conference Room at the Aurora Tower, Aurora Boulevard, Quezon City, Philippines. The first day of the workshop focused on what is evaluation, theory of change, and a short session about Right-Fit M&E. During the second day, session topics covered randomization, generalizability, and evidence in education and financial literacy.

Jessa Cruz, IPA Philippines Policy Associate, was invited to be a resource speaker at the Department of Education's 2nd National Planning Conference from October 10-12, 2017. Held at the Iloilo Convention Center, Iloilo City, the theme for the annual planning conference was "Evidence-based Planning through Research and Innovations." Jessa presented on two session topics: Theory of Change and Preparing for Program Evaluation. The conference was attended by approximately 700 Department of Education personnel in charge of planning, research and M&E.

Organized under the theme of Inclusion, the meeting brought together key actors in the TVET sector including government, private sector, donors and non-state actors who are also members of the PWG.

IPA's study Mentoring and Experiential Learning for Early Education Student Teachers in Ghana was featured as a "quick fire" talk at UKFIET's conference Learning and Teaching for Sustainable Development: Curriculum, Cognition and Context in Oxford, United Kingdom. Participants discussed how curriculum—what is learned and taught—contributes to education's influence on sustainable development. Dominic Bond, the Managing Director of Sabre UK, presented the study.

On August 30, 2017, IPA Liberia presented preliminary results of the first year of the Partnership Schools for Liberia (PSL) study to the President of Liberia and the Cabinet. Under the Partnership Schools for Liberia (PSL) program, the Government of Liberia delegated management of 93 public schools to eight operators: BRAC, Bridge International Academies, Youth Movement for Collective Action2, More than Me, Omega Schools, Rising Academies, Stella Maris, and Street Child.

Innovations for Poverty Action Zambia co-presented with the Varkey Foundation on August 23-24th in Lusaka. The theme of the event, the Forum for African Woman Educationalists (FAWE) at the 10th General Assembly, was "Towards Gender Equality in Education, Positioning Youth to Champion Africa’s Education Agenda." This high-level conference was attended by The First Lady of the Republic of Zambia (pictured on right), Ministers of Education from the region, and international and local NGOs.

IPA Philippines conducted workshop entitled "Introduction to Theory of Change" for the Policy Research and Development Division (PRD) of the Department of Education of the Philippines on August 15, 2017. PRD is tasked with promoting evidence-based decision-making and developing evaluation standards across the Department of Education. The workshop focused on how to use the development of a theory of change as a tool for monitoring and evaluation. Sixteen PRD staff attended the workshop at the DepEd Complex in Pasig City, Philippines.
