Kelsey works on impact evaluations of social protection and Graduation programs. She is currently the Program Manager for a multi-country randomized controlled trial of multi-faceted government safety net programs in the Sahel. Prior to joining IPA, she worked as a Field Coordinator in Haiti for Paris School of Economics and interned at the OECD’s Social Policy division in the Directorate for Employment, Labour and Social Affairs. She holds a Master of Economics from École Polytechnique and Paris School of Economics and a Bachelor of Arts in Economics from Boston University. In addition to social protection programs, she is interested in measurement, skills, and smallholder agriculture. She speaks Spanish and French.
