Jennifer Flinn is an international development professional with more than 15 years of experience managing complex programs and operations in Africa, developing people and organizational infrastructure, building effective internal and external partnerships, and leading successful change management initiatives. Jen joined IPA from the University of Maryland Baltimore (UMB), where she served as the Executive Director of International Affiliate Support, overseeing operations for UMB’s extensive public health portfolio in Africa. While at UMB, Jen overhauled their international infrastructure, updating international policies and procedures, developing new forms and templates for increased operational efficiency, and directing the rollout of an enterprise resource management system, linking the University’s international finance, procurement, and HR systems to programmatic metrics. She also updated UMB’s international recruitment, compensation, and benefits practices to foster a more skilled, diverse workforce. Prior to UMB, Jen spent more than six years with TechnoServe (TNS), an international NGO that provides business solutions to poverty in 29 countries in Africa, Asia, and Latin America. Jen served in several capacities for TNS, including as the organization’s Head of Global Compliance & Risk Management, and, previously, managing projects and programs for a diverse set of sponsors across the East Africa region. Before joining TNS, Jen worked for other international organizations in the health, emergency response, and governance sectors.
