Baba Ali is a Research Associate focused on the Soft Skills Training project at IPA Rwanda. Prior to joining the IPA, he worked at the National Institute of Statistics of Rwanda (NISR) for 10 years as a team leader using information from household surveys to calculate the national cost of living index and analyzing household data to determine the welfare of different portions of the population and identify those living in poverty and in need of assistance. He also worked in the Consumer Price Index, National Accounts, Agriculture and Economic censuses Units at NISR. He holds a Master's in Policy Economics from Williams College in the U.S. and a Bachelor of Applied Statistics from the University of Rwanda.
