Arsène works at IPA Francophone West Africa and Global Research & Data Support (GRDS), where he supports high-quality, rigorous research and develops research tools. He also oversees the Global Early Development Scale (GSED) study in Côte d’Ivoire, a newly developed scale for early childhood development under WHO leadership. Before joining IPA, Arsène worked as responsible for Impact Evaluation and Studies at Orange Burkina Faso and led a regional M&E unit at Counterpart International in 2015 and 2016. He is a data-driven specialist, with a BA in Statistics and Computer Sciences from the Université Polytechnique de Bobo-Dioulasso and an MA in Mathematics, Economics, and Statistics from the African School of Economics.
