Allan Albert Lalisan works with the Ministry of General Education of the government of Zambia to improve the reliability, timeliness, integration, and usability of data for better program implementation. Previously, he worked in IPA Philippines on an evaluation of a program measuring the socioeconomic impact of a program giving a productive asset grant, training and support, life skills coaching, temporary cash consumption support, and access to savings accounts and health information or services to ultra-poor families. He also managed an evaluation of a program installing cell phone towers in rural areas previously lacking access to cellular networks. Before joining IPA Philippines, Allan worked as a Research Associate at IPA Zambia and as an impact evaluation consultant for the World Bank. He has a BA in Communications from the Ateneo de Manila University and an MA in Economics from the University of the Philippines.
