Innovations for Poverty Action is seeking an engagement coordinator in the sector of Digital Finance to coordinate in-country activities for an anticipated 6-month research project aimed at testing ways to increase the shift towards digital payments in Côte d’Ivoire. The project requires a full-time commitment, to be based in Abidjan, Cote d’Ivoire and is expected to last 6 months.

Innovations for Poverty Action (IPA) is a global research and policy nonprofit that discovers and promotes effective solutions to global poverty problems. IPA Financial Inclusion Program partners with service providers, governments, and researchers to design and test financial services and programs that help households better manage their finances. With over 130 completed and ongoing randomized evaluations in 29 countries, IPA’s Financial Inclusion Program seeks to identify effective solutions to promote healthy financial behavior and shares results to inform the work of financial service providers and governments around the world.

Complementing this core business, the Right-Fit M&E Unit at IPA provide consulting and direct services to implementers, donors, and governments, with the goal of helping them figure out what reliable data and evidence to gather, how to do it in a cost-effective way, and how to make the promise of data-informed programmatic decisions a reality.


As the main coordinator on this project, you will assess previous campaigns and develop and test a new encouragement design to increase the use of digital finance services, for a Mobile Network Operator (MNO).  You will report directly to the Country Representative of IPA Côte d’Ivoire, and work under the technical supervision of the Director of the Right-Fit M&E Unit, the Director of the Financial Inclusion Program. Specifically, you will:


  • Lead the successful execution of the project and coordinate among all the parties involved at IPA
  • Work closely with the MNO partner and ensure a fruitful collaboration
  • Ensure to reach high quality, remain within budget and respect timelines all throughout the project
  • Manage a small team of local field staff who will conduct qualitative interviews

Assessment phase:

  • Conduct qualitative interviews with high-level key informants at the MNO organization and build relationships with the MNO staff
  • Conduct meetings with the MNO to collect required administrative data, analyze data and prepare summary tables (with the help of IPA technical team)
  • Design and coordinate the implementation of qualitative data collection with individual clients and retailers; analyze qualitative data
  • Contribute to the analysis of results and development of recommendations for an encouragement campaign, including the campaign content as well as the M&E plan to test its efficiency and effectiveness
  • Co-prepare the presentation and co-present results to the clients

Launching and test phase:

  • Work closely with the MNO client to develop tailor-made solutions for their encouragement campaign and implement the M&E methodology during the launching
  • Ensure rigorous compliance with the methodology all throughout the test period
  • Implement and supervise data collection and data analysis during the test period, and provide regular feedback to the research team
  • Analyze intermediary and final results with the team
  • Lead the write-up and presentation of the final results to the client; co-present results

Required qualifications

  • Master’s degree (preferred but not required) in business administration, development economics, international public policy, or a related field.
  • A minimum of 4 years of relevant work experience.
  • Experience in digital financial services in emerging markets, preferably Sub-Saharan Africa.
  • Expertise and significant hands-on experience designing and managing Monitoring, Evaluation and Learning systems.
  • Superior analytical, quantitative and conceptual thinking skills
  • Strong client facing and presentation skills.
  • Ability to present information in a structured and insightful way, including style and language as well as visual and layout elements;
  • Self-starter, entrepreneurial mindset, versatility and strong multi-tasking skills.
  • Experience working in Francophone West Africa
  • Fully fluent in French and English

Preferred additional qualifications

  • Prior experience in a management consultancy
  • Expertise with customer segmentation and customer value management campaigns in the field of Digital Finance
  • Experience working on both quantitative and qualitative data collection.
  • Familiarity with debates around M&E and the use of evidence.
  • Familiarity with RCTs.
  • Knowledge of a statistical package (STATA preferred).
