Innovations for Poverty Action Bangladesh (IPA-B) is looking for a Research Manager with a strong quantitative background to be hired immediately to oversee a project that is seeking to increase the use of face mask for the prevention of COVID-19. A rigorous impact evaluation was previously conducted and produced a package of interventions that is effective in increasing mask-wearing.  This model is now being scaled up widely, within Bangladesh and across the region, with additional research components during the scale up. The Research Manager will oversee all components of the project, including both the scale up of the interventions and ongoing research activities.

The successful candidate will work closely with leading academics and researchers and a variety of partner organizations, thus paving the way for future careers in academic, private-sector, or public-sector roles. We are looking for a minimum commitment period of one year for this position with a possibility for a longer-term position. The candidate will be primarily based in Dhaka, with travel outside Dhaka as necessary.

As a key individual in the leadership hierarchy of our office, the Research Manager candidate will serve as a critical bridge between leading academic researchers, policymakers, and staff implementing activities on the ground. The high degree of responsibility and involvement in IPA projects required of this position will provide a candidate with a truly unique opportunity to guide research and see effective solutions to poverty come to fruition.

As noted above, strong technical and management skills are essential to success in this role and to ensure the highest quality, most rigorous design, and implementation of IPA’s scale up and research activities. The candidate must have effective communication skills both to manage IPA’s research personnel and field activities, but also to maintain strong connections with principal investigators as well as partners (present and potential). Such skills will also serve an essential role in the dissemination of results to partners, in report generation, and in active rapport-building with other organizations or government entities. In sum, a history of experience managing project teams—including direction of complex workflows, partner relationship, and project financials—is valued highly.

Responsibilities 
  • Coach, manage, and support a team of Research Coordinators, Associates, Analysts and field staff in the implementation of day-to day program scale-up and research activities, from planning to implementation, and monitoring quality. This includes training and supervising both field-based and data operations teams and making regular field visits when needed..
  • Manage relationships with investigators in multiple research institutions, funders, and implementing partners to ensure success.
  • Coordinate multiple concurrent scale-up and research activities, including procuring supplies, hiring and training field teams, monitoring and troubleshooting implementation and data collection activities
  • Plan and supervise survey implementation, quality assurance, data cleaning, data analysis, and other activities related to rigorous impact evaluation implementation.
  • Oversee the quality of client and partner deliverables.
  • Produce reports for donors, researchers, and other stakeholders.
  • Manage the project budget, ensure compliance with donor agreements, conduct expenditure tracking and produce financial reports as needed
  • Maintain compliance with IPA’s policies and procedures as well as Bangladesh law.
  • Perform related duties as assigned by supervisor.
