Innovations for Poverty Action seeks a Monitoring and Evaluation (M&E) Senior Associate to join our growing M&E advisory team and provide technical support to governments and nonprofits. Innovations for Poverty Action (IPA) is an international research and policy nonprofit that discovers and promotes effective solutions to global poverty problems. As its core business, IPA brings together researchers and decision-makers to design, rigorously evaluate, and refine these solutions and their applications, ensuring that the evidence created is used to improve the lives of the world’s poor.
IPA's Right-Fit Evidence (RFE) Unit is a small but growing team that helps organizations build strong and tailored Monitoring and Evaluation systems, which balance the need for information on impact with the need for operational data to support management decisions. The unit helps implementers, donors, and governments figure out what data and evidence to gather, how to do it in a cost-effective way, and ultimately how to turn the promise of data-informed program and policy decisions into reality. Demand for RFE services is high and the team aims to be able to take on more work in more countries; the exact countries depend on the candidates.
This Senior Associate will support IPA’s engagement with in-country partners, reporting to the relevant RFE Coordinator or Manager. This Senior Associate will be based in an IPA country office, with location to be determined based on the RFE project pipeline at the time and the candidate’s preferences.
The Senior Associate will be based with the RFE team, working with RFE team members to provide technical support throughout M&E advisory engagements. Engagements could involve workshops or coaching for in-country development organizations’ staff.
The Senior Associate will advise clients in preparing their evaluation agendas, developing evaluation plans for their programs, and assessing the evaluability of those programs against current capacity and resourcing. To that end, the Senior Associate will advise clients to identify their principal goals, help them to craft theories of change and M&E plans for these programs, and find areas where they can improve their existing M&E operations.
The Senior Associate will then work individually with staff from these programs to prepare evaluation plans and assessments to define their evaluation objectives, questions, methodologies, milestones, resources required, risks, and other important information. In the process, the Senior Associate will form long-term relationships between IPA and the implementing staff of the programs, with the broader aim of strengthening the M&E culture in these organizations. It can involve anything from report-writing to workshop-leading to answering a question for new M&E staff.
- Bachelor’s degree in economics, public policy, social science, or a related field
- 2-5 years of relevant work experience, including experience in M&E (public sector) or organizational performance/R&D/operational research (private sector) or experience in management consulting or other professional services
- Superior analytical and conceptual thinking skills
- Familiarity with statistics and data analysis (including Excel)
- Ability to present information in a structured and insightful way, both in writing and orally
- Self-starter, entrepreneurial mindset, versatility and willingness to learn.
- Passion for making data-driven decision making a reality in the development sector.
Preferred additional qualifications
- Master’s degree in economics, public policy, social science, or a related field
- Experience working in developing countries
- Familiarity with the concepts surrounding the Theory of Change and the core tools of M&E (both quantitative and qualitative research methods)
- Familiarity with SurveyCTO, Open Data Kit or similar survey software
- Ability to use Stata, R or similar statistical software
