Innovations for Poverty Action Côte d’Ivoire seeks a qualified Monitoring and Evaluation (M&E) Manager to provide overall management for a M&E project covering early childhood development, primary education and rural vocational training. The position is based in Abidjan and will report to the (Senior) M&E Engagement Manager in New York, with additional oversight from the Country Representative in Côte d’Ivoire. The Transforming Education in Cocoa Communities (TRECC) initiative aims to catalyze the interests of the private sector, the government and civil society organizations around the goal of ensuring inclusive and equitable quality education with lifelong learning opportunities for all. In the last few years, TRECC has partnered with non-profit organizations and cocoa industry partners to pilot 14 promising interventions in Cote d’Ivoire. In 2019, TRECC is extending its partnerships with successful pilots, progressing them towards the next stage of scale-up in conjunction with cocoa industry partners or government agencies.

The Right-Fit Evidence Unit at IPA is a new effort aimed at helping organizations build strong and tailored Monitoring, Evaluation and Learning (MEL) systems, which balance the need for information on impact with operational data to support management decisions. TRECC has engaged the Right-Fit Evidence Unit as a Monitoring, Evaluation and Learning partner for the TRECC initiative. In that role, IPA will provide MEL advisory services to TRECC’s implementing partners to enable them to maximize the value they get from data. This includes advising partners on development of a prioritized MEL plan, technical support to collect and analyze data, and facilitation of organizational routines to act on data by iterating their program design. At the same time, IPA will conduct targeted independent process evaluations for selected programs, where there is value in having an independent assessment of identified process quality components of the program.

The M&E Manager will be responsible for overseeing the Right-Fit Evidence team conducting both the MEL advisory and independent data collection work. This position is ideal for a bright, energetic and versatile individual, who has previous experience designing and implementing MEL strategies, excellent communication and stakeholder management skills and understanding of data management and analysis. This position provides a unique opportunity to independently lead a challenging and ambitious MEL program. A 2-year commitment is required. 


The M&E manager will be supporting and guiding the MEL strategy of about 5-10 projects on quality education focusing on Early Childhood Development (ECD), primary school and technical & vocational training, which will be implemented in cocoa communities by several implementing partners (IPs). The main objective is to provide MEL advisory services and learning needs of the projects, as well as to evaluate the performance of selected pilots on certain process quality measures. The M&E manager will perform a variety of tasks including, but not limited to:


  • Coordinate all aspects of the planning and implementation of this project between IPA and the different partners
  • Coordinate the collaboration with the donor, private sector and implementing partners
  • Track expenses and adhere to the project budget and IPA financial systems
  • Ensure that project deliverables, such as reports and financial statements, are submitted to donors and partners on time
  • Attend meetings and build partner relations with donors and partners to ensure success of both project specific and key IPA programmatic activities
  • Oversee a team of approximately 2 M&E coordinators, 2 M&E associates, 2 field managers, and a large number of short-term staff during data collection periods.

In particular, the M&E manager’s responsibilities will encompass four main area:

Learning Strategy

  • Implement a consistent M&E framework, comprising broad guidelines, priorities and operational arrangements for all participating companies and implementing agencies, in line with IPA approach and quality standards
  • Develop monitoring and evaluation tools and processes
  • Participate in and contribute together with the companies to designing a M&E framework for the evaluation of their pilot that fits into the broader strategy

Support & capacity building for IPs MEL systems

  • Provide capacity building with the goal of improving data quality and incorporating feedback system to inform the implementation of the interventions on an ongoing basis
  • Provide technical support through training and other on-site support, and oversee Right-Fit Evidence staff providing this support
  • Support partners in improving learning and sharing mechanisms in their projects
  • Assist IPs in developing and filling out adequate reporting templates

Independent Data collection

  • Lead the design and implementation of independent Data Collection (DC) with the goal to complement the ongoing monitoring data collection, ensure coherence across all pilots and inform the conclusion on pilots’ performance
  • With technical oversight from the Right-Fit Evidence team, manage several DC rounds, mixing quantitative and qualitative methods, including methodology preparation, sample selection and staff training
  • Coordinate with IPs for their inputs on the indicators being measured
  • Supervise data management and preliminary analysis in the required software
  • Work collaboratively with the different partners for strengthening integration and cross-learning in organizations

Analysis and recommendations

  • Based on findings from these two sources of monitoring data, critically think about pilot-specific results and make recommendations about the future of pilot projects, with oversight from the Right-Fit Evidence unit
  • Document best practices and ensure facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation
  • Prepare deliverables including progress reports, final report and presentations
  • Present the results to relevant stakeholder and support the activities of dissemination
  • Master’s degree in related field such as development economics, public policy, public health, education policy or social sciences
  • 3-5 years of experience in development, with experience in monitoring and evaluation preferred, including the development and implementation of M&E frameworks, strengthening of existing systems, training and capacity building
  • Experience in the development of M&E tools to monitor performance, including sampling and questionnaire design
  • Experience supervising quantitative data collection, teams of field workers and survey implementation, including electronic data collection
  • Strong proficiency in Excel for data management and analysis
  • Superior analytical, quantitative and conceptual thinking skills
  • Strong client facing and presentation skills, and ability to build relationships of trust with stakeholders at various levels.
  • Ability to present information in a structured and insightful way, both in writing and orally
  • Self-starter, entrepreneurial mindset, versatility and willingness to learn.
  • Experience working in developing countries, and preferably in Africa
  • Passion for making data-driven decision making a reality in the development sector
  • Openness to change and ability to manage complex and fast-changing plans
  • Superior time management and multi-tasking skills
  • Complete fluency in English and French is required


  • Flexible and proactive work ethic with a demonstrated interest in the vision and mission of IPA
  • Familiarity with SurveyCTO, Open Data Kit or similar survey software, SMS or Interactive Voice Response (IVR) technology
  • Ability to use Stata, R or similar statistical software
  • Understanding of causal inference and RCT strongly preferred
  • Experience in the sectors of early childhood development, primary education and/or rural vocational training, is preferred
  • A desire to commit to this position for two years
