The function will be accountable for maintaining financial oversight of all donor financial requirements and obligations. Specifically, this position will ensure that IPA’s accounting systems (primarily NetSuite) have accurate and timely information about grant receivables, billings, and payments/receipts and that such information is reportable to senior leadership and country and regional managers via the accounting systems and/or customized reporting derived from the financial systems. This position will also be integral to managing the accounting for grant and project revenue and expenses. The Director will ensure the preparation and submission of financial reports are in accordance with IPA and donors’ requirements. The Director will work closely with the CFO, grants staff, country and regional finance managers, and others as required to ensure that transactions are accounted for accurately and that reporting from IPA’s financial systems is timely and accurate and will focus heavily on managing the budgeting, compliance, reporting and variance analysis functions, as well as communicating these results to management. The Director of Grants Finance will monitor collection activity to ensure that invoices are paid promptly and payment issues are escalated appropriately. This position is responsible for directing the operations of post-award grant administration and related accounting duties. 

The Director must be comfortable working with and managing the corporate entity level accounting of all grants as they may arise which will include understanding of indirect and shared indirect cost recovery at all levels of the organization. 

This position will help ensure the accuracy of NetSuite records on grant finances back to the inception of all active awards, including managing the reconciliation of activity from the legacy accounting system Abila up to the present.  Grant activity, balances, revenues, invoices, etc. will be reconciled through the present for all active grants by the grants finance function.  

The position will manage timely invoicing of grants activity through Salesforce, and ensuring Salesforce information is current and, where required, reconciles with NetSuite.  He/she will prepare a monthly cash flow from grants activity showing by grant expected spending, invoices and cash receipts extended out to the life of the grant where practical. This role will coordinate with country offices, and will help manage project audits related to grant funding as required by donors.

  • Manage grant-related post-award functions, including budget and expense analysis, periodic invoicing, financial reporting, labor distribution changes, reconciliations, re-budgeting and grant closeout functions required by Grants and Contracts Administration.
  • Review and approve timely financial reports to donors as required and financial reports on grants for internal management purposes
  • Work with the CFO to analyze the ramifications of cash flow forecasts for programs.
  • Review invoices for proper account codes, when appropriate, for proper project accounting and approve periodic invoices for project reimbursement.
  • Ensure accuracy of budget and expense analysis report.
  • Work with program, finance and appropriate country office staff in the development of forecasts, budgets and budget revisions for programs.
  • Communicate monthly financial results with appropriate program staff, informing them of financial position of the project.
  • Coordinate with the Accounting Manager to process journal entries to various projects if needed.
  • Ensure compliance of grants with IPA policies/procedures and donor rules/regulations, including US Government, USAID, FCDO, UN, and universities.
  • Train and provide ongoing technical guidance to field office finance staff and program partners on best practices for financial management systems in order to increase capacity.
  • Visit country offices in order to support financial management of grant-funded projects, conduct periodic compliance review of grant-funded projects, to include financial management overviews with field office staff and partner staff.
  • Help manage the support required audits in the field and at the Global office.
  • Identify and recommend cost savings initiatives for program activities and the organization
  • Recruit staff for the Grants Finance Department.
  • BS Degree in Finance or closely related field with at least 10 years of relevant, progressively responsible experience, preferably in the international non-profit community, with experience in budgeting, forecasting and financial reporting.[AF1] [EF2] 
  • Experience in managing a diverse portfolio of institutional grants, including US Government, European Union, multi-lateral organizations, as well as foundations and other charities. 
  • Ability to effectively communicate financial information to non-financial managers.
  • Ability to work comfortably with staff at all levels of the organization.
  • Ability to analyze, evaluate and summarize financial records for accuracy and conformance to procedures, rules and regulations.  Experience in preparing US Government financial reports (including SF-425) and other donor financial reports.
  • Hands-on experience in accounting software, preferably NetSuite.
  • Strong knowledge of Generally Accepted Accounting Principles (GAAP).
  • Strong analytical, presentation, communication and problem-solving skills.
  • Excellent interpersonal skills. 
  • Knowledge of federal grants and regulations typically acquired with three to five years related experience.
  • Demonstrated experience managing numerous projects simultaneously.
  • Knowledge and demonstrated experience with MS Office package software applications with advanced skills using Microsoft Excel (pivot tables, vlookups, if statements).
  • Good organizational, verbal and written communication skills as well as ability to multi-task are essential.
  • Working knowledge of French (ability to speak/write) to communicate with Francophone Africa office staff or Spanish  preferred.
