The non-profit organization, which has already worked on 10 evaluations of this type in Colombia, will now collaborate with the Victims Unit thanks to this letter of intent.

Innovations for Poverty Action (IPA) and the Victims Unit will evaluate the basic humanitarian assistance provided by the government entity to the internally displaced people, thanks to the memorandum of understanding signed last Friday. 

"The agreement will allow us to measure the responses we give to victims and their quality of life", said Paula Gaviria Betancur, the director of the Victims Unit. Since last year, the entity is implementing a new model of humanitarian assistance (based upon Decree 2569 from 2014).

"We take our work very seriously and this is one more partner that joins us with the purpose of achieving social inclusion of the victims" added Gaviria, after signing the letter of intent with IPA. 

Founded in 2002 and based out of the United States, the organization has international experience with more than 250 evaluations, said Sebastián Chaskel, the country director of IPA in Colombia and the Dominican Republic. 

"The letter of intent that we signed today reflects the interest of both parts to jointly implement impact evaluations in order to improve the work of the Unit", Chaskel ensured. 
Decree 2569 from 2014 determines the procedures for the delivery of the humanitarian assistance and addresses issues such as minimum subsistence and the vulnerability of victims, among others.

La Unidad para las Víctimas y la organización internacional Innovations for Poverty Action evaluarán impacto de la atención humanitaria

La organización sin ánimo de lucro, que ya ha adelantado 10 procesos de este tipo en Colombia, colaborará ahora con la Unidad para las Víctimas gracias a este acuerdo de voluntades.

La organización Innovations for Poverty Action (IPA) y la Unidad para las Víctimas evaluarán la atención humanitaria básica que la entidad gubernamental brinda a los desplazados por el conflicto armado, gracias a un memorando de entendimiento firmado este viernes.

“El acuerdo permitirá medir las respuestas que damos a las víctimas y su calidad de vida”, dijo Paula Gaviria Betancur, directora de la Unidad para las Víctimas. Desde el año pasado, la entidad está implementando un nuevo modelo de atención humanitaria (basado en el decreto 2569 de 2014).

“Nos tomamos muy en serio nuestra labor y este es un socio más que se une al propósito de lograr la inclusión social de las víctimas”, agregó Gaviria, después de firmar la carta de intención con IPA.

Fundada en 2002 y con sede en Estados Unidos, IPA tiene una experiencia internacional de más de 250 evaluaciones, afirmó por su parte Sebastián Chaskel, director de la ONG para Colombia y República Dominicana.

“La carta de intención que firmamos hoy refleja el interés de ambas partes de hacer evaluaciones de impacto conjuntas para poder mejorar el trabajo de la Unidad”, aseguró Chaskel.

El decreto 2569 de 2014 determinó los procedimientos para la entrega de la atención humanitaria y abordó aspectos como la subsistencia mínima y la situación de vulnerabilidad de las víctimas, entre otros.
